PART 1 – GENERAL

NOTICE IS HEREBY GIVEN that the Town of Lansing, NY , herein called the Owner, invites sealed Bids, submitted in triplicate, in accordance with Drawings, Specifications and other Bidding and Contract Document, for the following bid items;

  • General Construction
  • Mechanical (HVAC)
  • Plumbing & Fire Suppression
  • Electrical & Communications
  • Fuel Island

                                             NEW HIGHWAY DEPARTMENT FACILITY

Project Description: The pre-engineered metal building (PEMB) project is generally described as a new highway garage facility, approximately 43,000 sq. ft., consisting of vehicle storage bays, maintenance/repair area, mezzanines, administrative offices, conference room, break room, locker rooms, storage rooms, mechanical and utility rooms. Also included is a new salt storage structure, a new fuel station, partial demolition and repairs of an existing garage structure, and various site improvements.

Bid Opening: The Owner’s Representative will receive sealed bids at Lansing Town Hall, 29 Auburn Road, Lansing, NY 14882 on April 9, 2025 at 2:00pm (local time) and then at said time and place, publicly opened and read aloud.  Any bid received after the designated time will be returned unopened, and will not be considered.

Administrative Pre-Bid Conference: A pre-bid conference will be held on March 26,2025 at 2:00 P.M. (local time)  at the Town of Lansing Highway Department,  10 Town Barn Road, Lansing, NY 14882.  All prospective bidders are requested to attend this meeting.

Building Tours: Building tours will be conducted after the meeting, all prospective bidders are encouraged to tour the buildings and get familiar with the facilities and scope of work.

The full amount of the deposit will be refunded to any plan holder who returns the paper bidding documents complete and in good condition within thirty (30) days following the award of contract, or rejection of said bid.  The shipping and handling charge is non-refundable.  All Contract Documents received (except for Documents held by Suc­cessful Bidders) must be returned to Town of Lansing

Distribution: Full sets of printed drawings and specifications will be provided to registered plan holders through to Dataflow, Inc. Only full size, complete sets of drawings and specifications will be released to bidders.

Shipping: Additional shipping charges may apply for any delivery requests.

Bidding Documents may be viewed free of charge and bid packages may be purchased/downloaded from the designated website by prospective bidders. Prospective Bidders must purchase a bid set from nyplanroom.com to be considered a responsible bidder, even if Bidding Documents were viewed or obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website and registered bidders will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Electronic Set:

A.) Bid documents including plans and specifications are available for electronic download for a non-refundable fee, payable by credit card.

Printed Set:

b.) Bid documents including plans and specifications may be ordered on paper format for a refundable fee of $100.00, payable by credit card. Shipping charges may apply.

Refunds:

c.) Refunds for printed sets will be made by Dataflow directly to the credit card provided by the bidder. Refunds for payment of one (1) copy of the printed sets will be made to those submitting bids on the forms furnished, if the printed sets returned in good condition to Dataflow within 30 days from the award of the contract.

As bid security, each proposal shall be accompanied by a certified check or Bid Bond made out to the Owner, in an amount not less than five percent (5%) of the Base Bid amount, subject to the terms and conditions described in the Instructions To Bidders.

The Owner reserves the right to waive any information in, or to reject, any and all bids.  No bidder may withdraw his proposal within forty-five (45) days after the actual date of the opening thereof.

Bids must be prepared and submitted in accordance with the Instructions to Bidders.

The successful Bidder must furnish a Performance Bond and a Labor and Material Payment Bond in accordance with the Instructions to Bidders.

Attention of Bidders is particularly directed to the requirements of the conditions of employment to be observed and the prevailing hourly wage rates and supplements to be paid under the Contract.

No bid may be withdrawn within forty five (45) days after the date of the opening of the bids.

The Owner reserves the right to reject any or all bids, and the right to waive any informality in any bid.

Every laborer and workman shall be paid not less than the prevailing rate of wages as provided for by Section 220 of the Labor Law of the State of New York (PRC# 2025001247). Contractors must be bonded and insured to the level indicated in the Contract Documents. The owner is sales tax exempt, and the bidders shall not include sales taxes in their bid.
